WELL THANK YOU EVERYBODY FOR COMING THIS MORNING. MY NAME IS REPRESENTATIVE PETTY A COME AND I REPRESENT MINUTE TALK OF PLYMOUTH AND WOODLANDS AND WE’RE HERE TODAY TO TALK A LITTLE BIT ABOUT SOME OF THE WORK WE’VE BEEN DOING AT THE MINNESOTA HOUSE CLIMATE ACTION AS SOME OF YOU KNOW WE DEVELOPED THIS LAST YEAR IN RESPONSE PEOPLE IN OUR COMMUNITIES AND REALLY THE YOUTH WHO HAVE MADE SUCH A EMPOWERING PLEA THAT WE WORK ON CLIMATE CHANGE ISSUES AND SO OVER THE INTERIM WE HAD A SERIES OF MEETINGS THAT LOOKED AT IT CHANGED THROUGH THE LENS LOOK AT DIFFERENT ISSUES EXCUSE ME THROUGH THE LENS OF CLIMATE CHANGE AND SO WE LOOKED AT HOUSING AND TRANSPORTATION PUBLIC HEALTH AND THE ENVIRONMENT AND I’M FOR GETTING SOME BUT REALLY ALL OF IT WAS TOO COME UP WITH SOLUTIONS THAT WE COULD WORK ON TOGETHER OTHER TO SOLVE THIS BIG PROBLEM AND SO TODAY WE’RE JOINED BY MANY OF MY COLLEAGUES AND SOME YOUTH BUT RUNNING JUST A LITTLE BIT LATE AND I’M ALSO LABOR AND I’M SO LET’S SEE. WE’RE HERE TO SHARE OUR PACKAGE OF PROPOSALS FOR CLIMATE ACTIONS THAT WE CAN TAKE ON THE SESSION OR SOME OF THEM THAT WE CAN TAKE ON THE SESSION. SO WE CREATED THIS PROPOSAL BECAUSE MINNESOTA’S WERE ASKING THEIR STATE LEGISLATORS TO RECOGNIZE THE URGENT CHALLENGES POSED BY CLIMATE CHANGE AND RESPOND IN A WAY THAT ALLOWS PEOPLE FROM ALL ACROSS MINNESOTA. 2 IN TO PARTICIPATE IN CAN DO SOLUTIONS. THIS PACKAGE OF INITIATIVES WE’RE ANNOUNCING TODAY WILL HELP MINNESOTA MINUTE MINNESOTANS MAKE THEIR HOMES MORE ENERGY EFFICIENT PURCHASE AN ELECTRIC VEHICLE THEY WILL MAKE JOBS INSTALLING SOLAR PANELS. ON PUBLIC SCHOOLS AND MANUFACTURING ELECTRIC SCHOOL BUSES FOR PUBLIC TRANSIT. THIS PROPOSAL WILL BE A WIN-WIN FOR BOTH THE ENVIRONMENT AND THEIR COMMUNITY. THESE CLIMATE CHANGE IS AN URGENT ISSUE AND WE HAVE THE OPPORTUNITY TO START WORKING ON IT TODAY. WE LOOK FORWARD TO MORE DISCUSSION IS WE ADDRESS THIS THROUGH AND PROTECT MINNESOTA FOR OUR CHILDREN’S FUTURE; I’M GOING TO INTRODUCE A REPRESENTATIVE TODD LIPPERT IS GOING TO TALK A LITTLE BIT ABOUT ONE OF THE INITIATIVES AND WILL CONTINUE.>>GOOD MORNING. I’M REPRESENTATIVE TIME LIBURD REPRESENT MONTHS MARINE LANSDALE DONE THIS NORTHFIELD AND SURROUNDING AREAS. WE’RE HERE BECAUSE WE ALL DEPEND ON A HEALTHY AND STABLE CLIMATE AND WE NEED TO RESPOND TO CLIMATE CHANGE. THIS SESSION. WE NEED TO ACT THREATENS OUR FUTURE. I REPRESENT STUDENTS AT CARLETON COLLEGE IN SAINT ALL OF COLLEGE. AND WHENEVER I SEE THEM THEY TALKED WITH ME ABOUT CLIMATE CHANGE. DON’T LEADERS UNDERSTAND THE URGENCY OF THE SITUATION. DON’T YOU UNDERSTAND THAT OUR FUTURES AT STAKE. WAITING TO ACT ALSO FAILS TO RESPOND TO THE IMPACTS THAT PEOPLE ARE EXPERIENCING RIGHT NOW. I REPRESENT WHO ARE TALKING WITH ME ABOUT THE RAIN THINK IT’S RAINING RAINING HARDER THAN WE’VE EVER SEEN BEFORE. THE RAIN IS PUMMELING OUR FEEL THEIR FIELDS THAT WE SIMPLY CAN’T PLANT. BUT FARMERS ARE ALSO SAYING SOMETHING ELSE THEY’RE SAYING. WE WANT TO BE A PART OF THE SOLUTION. AND WE WANT TO PARTNER WITH YOU HOW CAN WE DO THAT. BUSINESS OWNERS ARE SAYING WE WANT TO BE A PART OF THE SOLUTION AND HOW CAN WE DO THAT HOW CAN WE PARTNER WITH YOU. I’M PROUD TO STAND AT MY HOUSE CLIMATE ACTION CAUCUS CAUCUS COLLEAGUES TO SAY WE UNDERSTAND THE URGENCY. WE UNDERSTAND THAT WE NEED TO ACT NOW WE UNDERSTAND THE COMPLEXITY IN SCOPE OF CLIMATE CHANGE AS WELL. WE KNOW THAT WE NEED TO BE INTEGRATING A RESPONSE TO CLIMATE INTO AS MANY AREAS AS THEY POLICY AS WE POSSIBLY CAN. AND THE VICE CHAIR OF THE LONG-TERM CARE COMMITTEE AND PROUD TO BE THE LEAD AUTHOR ON A BILL THAT WILL MAKE MILLION AVAILABLE TO OUR 365 NURSING FACILITIES ACROSS THE STATE FOR ENERGY EFFICIENCY GRANTS. MAKING OUR NURSING FACILITIES MORE ENERGY EFFICIENT WILL BENEFIT THE CLIMATE UNLESS YOU KNOW 2 EMITTED INTO THE ATMOSPHERE AND IT WILL ALSO BENEFIT THEIR BOTTOM LINE MEANING THAT MORE DOLLARS WILL BE AVAILABLE FOR THE CARE OF OUR ELDERS; OUR SENIORS ARE LOVED ONES THIS IS GOOD FOR MINNESOTA. AND WE’RE MAKING ENERGY EFFICIENCY GRANTS AVAILABLE FOR SCHOOL TOOLS FOR HOMEOWNERS FOR BUSINESSES AS WELL. THE PLAN WE’RE PUTTING FORWARD A IT’S SMART. THERE WILL BE MULTIPLE BENEFITS FOR MINNESOTANS NOW AND IN THE FUTURE. WE CAN’T WAIT ANOTHER YEAR TO RESPOND TO CLIMATE CHANGE. WE NEED TO ACT NOW AND THE SIGN THESE MEASURES INTO LAW. AND THIS TIME I’M GOING TO INVITE BOB RYAN TO COME FORWARD.>>THANK YOU REPRESENTATIVE BOB RYAN WITH UNITED STEELWORKERS DISTRICT 11 IN MINNESOTA.>>HERE TO THE PROBABLY REPRESENTING THE HARD WORKING STILL STILL WORKERS THROUGHOUT THE STATE OF MINNESOTA; ESPECIALLY IN OUR LONG-TERM CARE FACILITIES. WE KNOW THAT CLIMATE CHANGE IS HAPPENING ALREADY IN A STATE IN OUR LEADERS AND SAINT TAKEN ACTION OVER THE YEARS TO ENSURE MINNESOTA. IS DOING ITS PART TO TACKLE THE CLIMATE CRISIS BUT MORE NEEDS TO BE DONE. WE ALSO KNOW THAT WAGES INTERSTATE OF STAGNATING 2018 THE MEDIAN HOUSEHOLD INCOME MINNESOTA. DROP SLIGHTLY WHEN ADJUSTED FOR INFLATION. ENERGY EFFICIENCY IS A KEY COMPONENT OF ANY PLAN TO TACKLE THE CLIMATE PRICES ITS CORNERSTONE THE BLUE GREEN ALLIANCE; SOLITARY SOLIDARITY FOR CLIMATE ACTION PLAN FORM WHICH IS SUPPORTED BY SEVERAL UNIONS ENVIRONS ENVIRONMENTAL ORGANIZATIONS; INCLUDING UNITED SEWERS. IN TOO MANY COMMUNITIES ARE UNDER STATE GOOD PAYING JOB; BOB’S HARD TO COME BY FOR MANY COMMUNITIES; NURSING HOMES ARE A SIGNIFICANT EMPLOYER. WE SUPPORT SOLITAIRE SOLIDARITY FOR CLIMATE ACTION BECAUSE WE NEED A PLAN THAT WILL TACKLE NOT JUST ART CLIMATE CHANGE. BUT WILL ALSO SPUR THE GROWTH OF GOOD-PAYING JOBS IN EVERY CORNER OF THE STATE. THE A 400 NURSING HOMES IN MINNESOTA. INVEST IN THEM TO MAKE THEM MORE ENERGY EFFICIENT AS A WAY TO REDUCE UNNECESSARY AND US HELP THEIR BOTTOM LINES AND PUT PEOPLE IN SKILLED TRADES TOO WORK MAKING THESE NECESSARY UPGRADES AND UP GRADES TO FACILITIES. THE PLAN PUT FORWARD TODAY WILL NOT JUST REDUCE SO THE MISSIONS DRIVING CLIMATE CHANGE IN MINNESOTA BUT WILL ALSO CREATE THE KIND OF BEEN JOBS NEEDED BY WORKERS AND COMMUNITIES AROUND THE STATE. AND I LIKE TO NOW INTRODUCE MARCO HERNANDEZ.>>GOOD MORNING; EVERYBODY RUNNING AS MARCO HERNANDEZ WITH COOK. A COMPANY THAT IS WORKING SOMEWHAT; BUT THEY ARE YET TO LET YOU KNOW OR COMMUNITIES ORGANIZING FOR LATINO POWER IN ACTION. AS A COMMUNITY ORGANIZER I HEAR AND SPEAK WITH EVERY DAY AVERAGE MINNESOTANS FROM ALL WALKS OF LIFE; ESPECIALLY UP BY PARK WHICH IS BLACK INDIGENOUS AND PEOPLE OF COLOR MINNESOTA HIGH SCHOOLERS WITH THE CLIMATE SHAPE. EVERY COMMUNITY MAY HAVE THEIR OWN UNIQUE ISSUES THEY HAVE TO WORRY ABOUT BUT THIS BUT THE ONE CRISIS WE ARE ALL FACING TOGETHER IS THE CLIMATE CRISIS. WE ARE NEARING THE 50TH ANNIVERSARY OF EARTH DAY BUT WE’RE NOT EVEN CLOSE TO ENVIRONMENTAL JUSTICE AT ALL. IT IS TIME THAT THE STATE STARTS TO ACTIVELY INVESTING CLIMATE SOLUTIONS. EACH DAY PASSES ON WITHOUT A SOLUTION TO THE CRISIS BUT WE CONTINUE AS BUSINESS AS USUAL. AS WE GO ON MORE BLACK AND BROWN FAMILIES IN THE MATCH WILL DEVELOP ASTHMA THROUGH TRASH INCINERATORS AND INCREASING AIR POLLUTION. OUR FARMERS WILL CONTINUE TO HAVE BAD HARVEST IT’S DUE TO INCREASING RAIN AND THE CHANGE IN WEATHER PATTERNS AND WITH MORE RAIN AND HOTTER WEATHER THAT MEANS MORE MOSQUITOS RESPONDED SPREAD MORE DISEASES. DO NOT WANT TO CONTINUE DOWN THIS ROAD AND THE COMMUNITIES. I WORK WITH AGREE WITH THE ON THIS AND SO THAT IS WHY I’M GRATEFUL FOR THE LEGISLATORS IN THIS ROOM. THEY RECOGNIZE THE URGENCY OF THIS WORK BEHALF OF ON THE MISS SOANES IN ORDER TO SECURE WONDERFUL FUTURE FOR ALL IN THE STATE. FURTHER INVESTMENTS WE WANT TO URGE THE STATE TO INVEST IN PUBLIC AND SEE SCHOOL BUSES ARE 100% ELECTRIC; ESPECIALLY MORE PUBLIC BUSES GOING TO COMMUNITIES OF COLOR. ADDRESSING THE STATE’S WATER QUALITY ISSUE; ESPECIALLY PORKY’S THE COLOR PUTTING SOLAR PANELS ON SCHOOLS AND MAKING SOLAR PANELS MORE AFFORDABLE FOR HOMEOWNERS AND MAKING COMMERCIAL BUILDINGS MORE EFFICIENT AND DEFINITELY IMPROVING HOW MINNESOTANS DEAL WITH WASTE AND SO PART OF THE MONEY SHOULD ALSO GOING TO IMPROVING OUTREACH ON THOSE DIFFERENT PROGRAMS BY ACTIVELY HAVING THE STAY INFORM OUR LATINO LONG AND EAST AFRICAN MINNESOTANS OF THE POTENTIAL NEW CHANGES TOO TOM AND SO WITH THAT I WOULD LIKE TO AND AGREE SOLDIER WITH THE ONE PERCENT CAME THINGS TEAM COMMUNITY.>>MY NAME IS MONA MEYER AND WITH THE COMMUNICATION WORKERS OF AMERICA. OUR MEMBERS LIKE MOST MUMS MINNESOTANS ARE SEEING THE IMPACTS OF CLIMATE CHANGE WITH THEIR OWN EYES. WE KNOW WE HAVE TO TAKE ACTION NOW NOW AND WE ARE READY THAT’S WHY OUR UNION SIGNED ON TO THE BLUE GREEN ALLIANCE SOLIDARITY FOR CLIMATE ACTION PLATFORM. A BLUEPRINT TO FIGHT THE CLIMATE CRISIS AND RUNAWAY ECONOMIC INEQUALITY AT IT AT THE SAME TIME BY MAKING SURE THE SOLUTIONS AND INVESTMENTS TO REDUCE THE EMISSIONS DRIVING CLIMATE CHANGE CREATE GOOD-PAYING UNION JOBS THAT WILL REGROWTH THE MIDDLE CLASS AND OUR STATE AND AROUND THE COUNTRY. TODAY I’M GOING TO FOCUS ON THE TRANSPORTATION SECTOR TO SECTOR WHICH IS NOW THE LARGEST SOURCE OF GHG EMISSIONS IN MINNESOTA. ONE WAY WE CAN REDUCE THOSE EMISSIONS IS BY TRANSFORMING OUR PUBLIC. TRANSIT SYSTEMS BY ELECTRIFYING OUR BUS FLEET; IT’S ELECTRIC BUSES ARE ALREADY ON THE ROADS IN MANY OF OUR CITIES BUT THE FUNDING IN THE BILL WOULD HELP CLEAN UP OUR AIR AND CREATE AND SUSTAIN GOOD JOBS FOR EXAMPLE CWA MEMBERS. YET AT THE NEW FLYER BUS FACILITY NEAR SAINT CLOUD RIGHT HERE IN MINNESOTA ARE ALREADY MAKING US TRICK BUSES BEING USED ACROSS THE COUNTRY. THE FUNDING PROPOSED WOULD HELP LOCAL UNITS OF GOVERNMENT PUT 100 ELECTRIC BUSES ON THE ROAD ON THE ROADS AROUND OUR STATE. MODERNIZING OUR SCHOOL BUS FLEET IS ANOTHER APART UNITY TO REDUCE EMISSIONS AND GROW GOOD PAYING JOBS. THE FUNDING IN THIS PROPOSAL WILL HELP CLOSE THE GAP BETWEEN THE COST FOR TRADITIONAL BUSES. AND THE ELECTRIC BUSES FOR SCHOOL DISTRICTS. FINALLY WE COULD AND WE SHOULD BE DOING MORE TO PROMOTE ELECTRIC VEHICLES FOR CONSUMERS IN OUR STATE THE REBATES INCLUDED IN THIS BILL WOULD HELP PUT ELECTRIC VEHICLES WITHIN THE REACH OF MORE PEOPLE AND DRIVE THE MARKET FOR TV’S THANK YOU.>>AND I THINK WITH THAT SINCE ANNA GRACE WAS UNABLE TO MAKE IT WILL OPEN UP FOR QUESTIONS OF PEOPLE HAVE ANY.>>JUST GETTING THAT COME OUT OF THE SURPLUS OR IS THERE SOME BONDING COMPONENT THAT COULD SHOULDER SOME OF THE LOAD.>>OUR ART AREN’T SUGGESTION.
